Instead, this do-it -yourself guide describes the construction details of a portable ultraviolet-lamp based counterfeit bill/money detector which can be built from readily available low cost components.

This counterfeit bill/money detector is infact an encased system comprises of an ultraviolet light source and its driver circuit. For better compactness and reliability, a bunch of ultraviolet light emitting diodes (UV LEDs) are used as the UV light source, instead of the common (but fragile and expensive) UV/Black tube.
